In sum, it is clear that all forms of restriction or
retaliation against Chinese in this country would be
difficult to enforce and would be of doubtful value ca
they would be unlikely to influence the Chinese Government
towards noderation but rather encourage them to retaliate
savagely against Pritish subjects in China.
