aliens who hold residence permits and are subject to the

Aliens Order.

In China there are three categories of British subjects:-

(A) Members of the Diplomatic staff of our Mission.

(R) Members of the non-diplomatic staff of our

Mission;

(C) Other British subjects.

Evidence, particularly in recent years, hes shown that diplo-

matic immunity is of limited value; and that our Mission is

not in a position to efford any protection whatever to British

subjects who may get into difficultics or to secure access to

them.

4.. There are broadly three sorts of measures which can be

taken against Chinese in this country:-

(a) Rostriction of movement or residence.

(b) Prevention from leaving the country.

(c) Expulsion.

In each case certain legal and administrative problems apply

mutatis mutandis to the various categories referred to in

paragraph 2 above.

Restriction on Movement or Residence

(a) It would be possible further to restrict the movement

of categories (A), (B) and (C) (as was done after our Mission

was burnt on 22 August, 1967). The enforcement of such

restrictions, however, places a heavy burden on the uniformed

and special branches of the police end to reimpose restrictions
