SINO-BRITISH RELATIONS
RESTRICTIONS ON OFFICIALS IN PEKING AND LONDON
The Chinese will always win in any competition in
nastiness. There are practically no limits to which they
could not go in harassing or even maltreating our Mission in
Peking and other British subjects if they considered it in
their interest. They are uninhibited by the legal and
aduinistrative problems which limit action against Chinese
officials and other Chinese in this country. The Chinese
Government is also probably little influenced by consideration
for the welfare of its officials or nationals.

There are four categories of Chinese in this country: -
(A) Members of the diplomatic staff of the Chinese
Mission.
(B) Members of the non-diplomatic staff of the Chinese
Mission.
(C) Expatriate Chinese officials of the New China News
Agency (N.C.N.A.), the Bank of China, and Chinese
Trading Corporations, most of whom travel on
official passports and are regarded by the Chinese
as having an official etatus.
(D) Ordinary nationals of the People's Republic of
China permanently resident in this country.
Membera of category (A) are covered by full diplomatic immunity.
Those in category (B) enjoy some privileges as members of a
diplomatic mission. Those in categories (D) and (D) are foreign
/aliens
