(c) The detention, without consular access, in

north-west China since last September of

Mr. Watt, an engineer from Vickers-Zimmer,

and his sentencing on 16 March to three years

imprisonment for espionage.

(d) The arrest from a Polish ship in Shanghai about

23 February of hir. Norman Barrymaine, a freelance

Journalist.

(e) The detention of the Blue Funnel ship s.s.

"Demodocus" in Woosung anchorage outside Shanghai

sinco about 26 February

(f) The refusal of exit visas for a British banker

and his wife in Shanghai.

PROBLEMS FOR DECISION

There are, broadly speaking, three sets of problems

on which decisions are required:-

(a) What steps can we take to try to reach a modus

vivendi over Hong Kong with the Chinese without

dangerously eroding our authority there?

(b) Since any such arrangement is bound to take time,

what can we do meanwhile to persuade the Chinese to

make progress on the various secondary issues? In

particular, should we make a further effort to get

the Chinese to deal with the question of the

Missions in isolation from other issues? In

practice this would mean removing the remaining

restrictions on Chinese officials in this country.
