We have received your letter dated November 28.

We indeed did not pay the teleprinter rental you were asking for. The reasons for this have been clearly explained in our last reply. Because you did not fulfil your obligations, one-sidedly breached the contract, withheld news and vainly tried to create troubles for us, you should bear the full responsibility for breaching the contract.

You shirked your responsibility by saying that you only acted rent-collecting agency for the Telephone Company who owned the teleprinter. We would like to ask: is withholding news items your idea or the idea of the Telephone Company? What is the purpose of installing a useless teleprinter. If you want money, you must give us the "merchandise" in return, you must not withhold news. Surely, you cannot be thinking of turning our place into a warehouse for your teleprinter?

However hard you try, you cannot avoid the responsibility for obstructing the work of our patriotic press. If you still respect our right to publish newspapers, you should admit your mistakes, apologise and make sure that you do not commit the same mistakes again.

You said that teleprinter service was of more value during the past weeks, the truth of this statement will be determined by your future actions. As for the question of whether we shall use your teleprinter in the future, it entirely depends on your ability to carry out your obligations. If you continue to withhold news so as to nullify the effectiveness of the teleprinter, the question would have been answered by your accions. We need not answer this question and of course you will have to bear all responsibilities.
