The group selected and shown below consist of
detainees, whom China would be thought to welcome back with
a greater or lesser degree of enthusiasm. This was considered
to be a particularly important factor bearing in mind the deductions from the Balance of Advantages (paragraphs 13 and 14).
(a)
Two Spies from Mainland China
China has always agreed to take this sort
of person back, in the past. These two
then constitue the most tasty portion of
the bait. Held under Deportation of Aliens
Ordinance.

(b) Two Film Stars
These are public figures who could be used
to good propaganda effect by the Chinese.
They are now of little value to Special
Branch as sources of infrmation,
Deportation of Aliens Ordinance.
Held under
(c) Two NCNA Officials
These are also an attractive proposition for
the Chinese and would also be anxious to
return themselves. It is desirable from
our standpoint that they leave the Colony.
Held in Stanley as convicted prisoners.
