vantages of an Unsuccessful Attempt at Deportation
10.
An unsuccessful attempt is defined as the appearance
of deportees at the border who were then refused by the Chinese
and had to be returned to detention. It could also be argued
that a refusal of a verbal or written proposal to send back
detainees also constitutes an unsuccessful attempt. Certainly
if such a refusal were used as propaganda the results would be
similar to an actual refusal of people at the border. This
fact highlights the necessity for extreme delicacy in the
handling of such an approach.
11.
The only and perhaps marginal advantages of an
unsuccessful attempt are seen as:-
(a)
the effort may be regarded as a gesture of
Ecod-will towards China and an indication of
willingness to de-escalate;
(b)
there may be some propaganda value in China's
refusal to accept her own countrymen and the
fact that she is prepared to leave them in
the "dark prisons" of Hong Kong.
Disadvantages of an Unsuccessful Attempt at Deportation ́
12.
It is thought that any attempt a deportation which
Most of the
failed would almost certainly gain publicity.
following disadvantages stem from the realisation amongst the
would
detainees that deportation no longer be possible:-
(a) the deterrent effect of deportations as
punishment is lost;
(b) the threat of deportation over detainees would
be lifted which would make interrogation that
much more difficult;
