An unsuccessful attempt is defined as the appearance

of deportees at the border who were then refused by the Chinese

and had to be returned to detention. It could also be argued

that a refusal of a verbal or written proposal to send back

detainees also constitutes an unsuccessful attempt. Certainly

if such a refusal were used as propaganda the results would be

similar to an actual refusal of people at the border. This

fact highlights the necessity for extreme delicacy in the

handling of such an approach.

the effort may be regarded as a gesture of
