if deportation could be enforced on a large-

scale the problem of holding detainees under

Emergency Regulations for long periods would

be overcome;

a possible improvement in relations with China;

(g) the possible release of Grey in Peking.

Disadvantages of a Successful Deportation

The following are regarded as the main disadvantages

of a successful deportation:-

(a)

some local public opinion might be critical

of Government allowing criminals to go free

without completing their sentence. These

views were apparently expressed following the

deportation of the five Chinese recently at

It Lo Wu, in particular about Yiu Wong Kwai.

is thought that this opinion would only be expressed if those deported were convicted

prisoners and would not apply in the case of

those held under Emergency Regulations or

Deportation Ordinance;

(b)

the Chinese would almost certainly make

large-scale propaganda of the return of

the martyrs to the motherland;

(c)

the deportations could be regarded by either

side as giving way partially to the

communists and acceding to one of their

demands, i.e. the release of prisoners.
