The Minister of State has seen Peking telegram 226) No.22 of 6 January to Foreign Office and has commented
as follows.

"From time to time we have given thought to releasing some of the prisoners in Hong Kong who have been sentenced for more serious political activities.
I gather F.0. are reluctant to suggest any move at this stage. I did suggest some time ago the possibility of suspended sentences. Has this been pursued?"
Could you let me know what I should tell the Minister about this?
