The first approach by NCNA about "official" visits to NCNA staff in prison was made on 24 July to Special Branch. They were informed on 25 July that they should get in touch with the prison authorities concerned. On 29 July the MFA telephoned you to say that Special Branch had refused to make special arrangements for an official visit and that therefore they could not meet your application to visit Mr. Grey. Subsequently it was agreed that you and we should inform NCNA that visits would be allowed to NCNA staff members as soon as consular access was granted to Grey. You informed the Ministry accordingly on 2 August and the message was passed by the Assistant Political Adviser to NCNA here on 11 August. 232(Hence the reference in our telegram No.7.) There was no
approach to us by NCNA between 24 July and 22 December. NCNA complained on 13 September about an alleged beating up of Hyueh Ping but did not take the opportunity to request special visits.
