to close the N.C.N.A. in London could not be
used.
Since the threat could be made in private
it would have the merit of not forcing the
Chinese to take a public position. One way it
could be made would be by summoning the Chinese
Charge here to discuss time expired residence
hermits for N.C.N We could say that no actich
had been taken against those concerned because
we hope that the matter of Grey would be
N.A.
settled quickly. If however the Chinese are
not prepared to do this by e.g. taking up the

longer continue to give special treatment to
