4. During this wait and see period only concessions in Hong Kong might be those justified on purely Hong Kong grounds. We could also test the possibilities of deportation (see my telegram No. 62).
5. On your paragraph 2 I was not suggesting Chinese price would be as high now as your proposal demands. My reference Hsueh's remark was merely to illustrate importance of Chinese attachment to release of prisoners.
