You minuted on Peking telegram No. 65 (attached)
"I would like to have a word about how to handle this in
Hong Kong's interests". The Department were informed of
your wishes, but asked that you should see the attached
submission on this subject. If you still wish to have
a meeting, I will go ahead and arrange one. As you will
see, Lord Shepherd has approved the attached submission,
and The Foreign Office have been consulted and also
agree. You are asked to approve the draft telegram to
the Governor of Hong Kong (attached) if you accept the
arguments put forward in the submission.
