Addressed to Foreign Office telegram No. 310 of 5 December Repeated for information to Hong Kong

In the light of the current situation over exit visas for Kembers of this Mission (my telegram No. 296), I think it will be as well if I repeat to you any telegrams to Hong Kong for- warding visa applications by Chinese nationals.

2. This would be merely to keep you informed: I am not proposing that we should withhold the issue of such visas in retaliation, and consider that policy in your telegram No. 821 of 22 September, that we should issue visas at the last minute is still the best one for the time being. Since however we no longer have reason to blame the delay on administrative problems in this Mission, it would be helpful if Hong Kong would send any authorisations of such visas in cypher.

3. I issued Hong Kong transit visa yesterday to seven Chinese boiler technicians travelling to Japan (authority in Hong Kong telegram No. 644). See also my telegram No. IMMA 116 to Hong Kong (repeated to you as No. 311), forwarding applications for a Chinese journalist and wife travelling to Japan.
