Your telegram 1037 to Foreign Office and their reply 717 to Peking: Lanchow.

H.W. Cheh, resident engineer in Hong kong of A. Rayrolle called this morning for my advice on the advisability of his proceeding to Lanchow in September for two weeks to commission the switch-boards they have provided as sub-contractors to Simon Carves. He expects his work would take between ten days and two weeks. It would of course be dependent on the contract having reached the appropriate stage.

2. On instructions from his Singapore office (Mr. Mee) he was asking me (a) was it safe for anyone to go to Lanchow in September (b) would a Chinese or European engineer be preferable?

Cheh who would be the Chinese engineer was born in Shanghai and left China in 1948 at the age of eleven. He says he has no close relatives left in China. He travels on a Hong Kong certificate of identity not yet being naturalised British.

I have suggested to Cheh that he discuss this with nobody at present and tells Mr. Mee that I have promised to recommend a course of action fairly soon. Grateful to know what I should say to him.
