3. Even though the leadership has clearly turned towards
policies which lay stress on greater control and discipline,
it is too early to say that the Cultural Revolution is over.
Even if they persevere with the present policies and try to
bring the campaign to an end, there are a host of unsolved
problems, among which the most serious is the extent of rivalry
between Red Guard groups and the way in which disobedience to orders from the centre has been deliberately fostered during
the past 18 months. In the two weeks before 1 October it seemed
that a strong attempt was being made to establish approved
Revolutionary Committees (comprising a tripartite alliance between the Army, reliable cadres and revolutionary groups) in
a number of new provinces and it may be a significant indication
of the difficulties of imposing even a superficial solution in
these areas that no such new Committees have yet been announced.
4. Perhaps the most significant feature from our point of
view about the National Day celebrations is the fact that
Hong Kong received no mention either in the official slogans
for the day or in speeches by Chinese leaders. The only time
Hong Kong was mentioned in speeches was by a North Vietnamese
delegation and the Chinese speaker on that occasion completely
ignored the subject. As we know, the Chinese have resumed
supplies of water to Hong Kong on 1 October in accordance with
the Agreement. This seems to indicate that China would like
to lower the temperature in Hong Kong, although it is too early
to say that the Hong Kong crisis is over. Some elements in
