The Political Adviser said that events in HK were en overspill of the Cultural Revolution. There were signs now that the realists in China. were making some headway. Chinese economic losses in HK had been heavy. We might certainly expect a lull designed to facilitate the success of the Canton Trade Fair (15 Nov 15 Dec.) but one could not say what would happen

after that.

He pointed out that the Communists in IIK are exaggerating and reporting back to China any action by the HK Government that could be mode to seem anti-Mao, anti-Communist and anti-Chinese. He thought that tough action on the ground taken against Chinese trouble-makers in Hong Kong is not likely to incur the wrath of China; but if actions of the Hong Kong Government seemed to be aimed at Communism or Mao, strong reactions could be expected. We must, therefore, try to avoid actions that could be so represented.
