The reimposing movement restrictions on Chinese in London, result would certainly be Chinese retaliation here, perhaps in more severe form, with consequent loss to already lowered staff morale. It would also put us right back to square one abandoning progress toward normalisation which has been made. I therefore strongly recommend against reimposing of restrictions.
