This discussion arose because we understood that the Governors of Hong Kong when passing through e.g. Singapore or Kuala Lumpur always avoided contact with the local political leaders. If Sir David Trench had returned via Singapore as he had originally planned, he would have seen the Commander-in-Chief, Far East, but would not have met any of the local political leaders at all.

The Minister and I thought that this was a mistake and that it was desirable that when he was in transit through such places he should at least meet the political leaders informally and explain to them the situation in Hong Kong and the way in which it was tackled. We suggested that there should not be formal meetings but could e.g. be arranged by the High Commissioner at his house. We gathered that previous Governors had avoided meeting the political leaders even at luncheon or dinner parties.

Sir David Trench seemed prepared to accept this advice and said that when he was in transit through any of these territories in future he would be perfectly happy to meet political leaders and senior officials on an informal basis.
