I refer to my savingram ref. SCR 16/5701/63 of the 4th February 1965 to which I do not yet appear to have received a reply.

The proposed visit of the N.S. "Savannah" referred to in my earlier savingram did not materialise, but I have now received information that Admiral John M. Will, Chairman of the American Export Isbrandtsen Line, Inc., which now operates the "Savannah", will shortly be writing to inquire if we have any objections to a visit by the "Savannah" to Hong Kong sometime during 1967. It seems that this visit will be part of a demonstra- tion voyage to a number of Far Eastern ports to prepare the way for a regular nuclear service in the future.

As I said in my previous savingram on this subject we have no strong objections to a visit by the "Savannah", provided that it is not used as a propaganda exercise by the Americans.

However, it does appear to be necessary for the Agreement reached between H.M.G. and the U.S. Government in respect of visits by the "Savannah" to ports in U.K. territory (Cmnd. 2411) to be extended to cover Hong Kong (under para. 3(a) of the Agreement) before approval can be given for this proposed visit since it deals with the safety precautions to be observed and the liability of the U.S. Govt. for any damage which might result, etc.

I should therefore be grateful for your early comments on this matter, and to know when the extension of the Agreement to cover Hong Kong will be made.
