Visit of N.S. "SAVANNAH".

We understand from the U.S. Consulate-General that you will by now have received a communication from the U.S. Embassy in London setting out in terms which should be acceptable, the U.S. Government's liability in the event of an accident involving the reactor.

2. We were able to discuss the visit (now due to take place in late June or early July) with representatives of FAST who are at present in Hong Kong. Apart from the possibility that by the end of June the visit of such a U.S. vessel might be politically undesirable, the principal snag appears to be the need for the presence of a U.K. monitoring team during the vis it. We believe that for political reasons we should insist upon our own monitoring team; and you may think this desirable in order to maintain the principle which has always applied to U.S. Naval nuclear vessels. The cost of visit by a monitoring team would, as we see it, be a fair charge on the Americans.

3. We should be grateful to know whether a monitoring team would be available at the time in question and also to have your comments on our savingram No.52.
