that we you will see that we should wait to see what the Hong Kong Government went, but this was largely covered in Savingrum
Min SCR 16/5701/61 of 13 January from Hong Kong, which has Just been copied to me.

It seems to be generally agreed that we should extend the 1964 agreement if we can get round the problem of the position of the U.S. Government as a "quasi-inɛurer". This will have have to be studied further by Legal advisers.

In the meantime, you may wish to approach the Hong Kong Government to see whether they have anything to add to their January Savingram.
