U.S.Embassy here are being informed that political clearance for visit is being given subject to following
conditions:-
(1) Decision is subject to review in light of any events
occurring before visit takes place.
(2) That publicity for visit will be kept to absolute minimum. This may present difficulties for reasons such as those mentioned in paragraphs (2) and (3) of your suvingram No.52. Presumably the form of advertise- ment referred to in your telegram No.545 would not
undist necessarily involve en publicity.
(3) That SAVANNAH will go no further into Hong Kong
Harbour than U.S.nuclear warships are allowed to do. (4) That question of liability is satisfactorily dealt
with; this is now being pursued here.
(5) That U.K.monitoring team can be provided and that its
cost will be met by the Americans.
We shall inform you as soon as the action on (4) and above has been completed.
