PROPOSED VISIT OF SAVANNAH TO HONG KONG
Thank you for your copy letter of the 20th April 1967 to Denson about the proposed visit of SAVANNAH to Hong Kong sometime in June.

I agree that in order to follow UK policy, which is also applied to USN submarine visits, a monitoring team should be provided. As SAVANNAH is a merchant vessel we have hitherto taken the line that provision of a monitoring team is not for the Navy Department, but a matter for Ministry of Tranport or UKAEA.
UKAEA provided the necessary facilities in Southampton on the visit of SAVANNAH in 1964. If UKAEA cannot under any circumstances provide the team on this occasion we will consider provision of one on a repayment basis, but cannot go firm on the availability of a team until dates are firm. We have many commit- ments for the limited number of teams available. The present expected date of 27th June for the SAVANNAH visit to Hong Kong has been noted.
3. I agree that the cost of the monitoring unit would be a fair charge to the Americans. A rough assessment of cost would be at the most £2,500:
this figure may be less depending on passage arrangements.
4. The only other point of naval interest is berthing but this has been adequately covered in your letter and a list of cleared berths used by USN nuclear powered warships during visits to Hong Kong will be forwarded if SAVANNAH's visit is approved.
Copies of this letter go to Runciman (ANA) who will no doubt comment on the provision of a team by UKAZA and to Noble and Young (Commonwealth Office), Denson
Foreign Office) and Miss Llewellyn Smith (Board of Trade).
