N.S. SAVANNAH.
Berth A23 was selected after consideration of the evaluation received from the U.S. Atomic Energy Commission which shows A23 to be consistent with current criteria for operation of the SAVANNAM in U.S. ports and in Southampton (where it was berthed alongside). Whilst an exclusion distance of one nautical mile has been adopted under Hong Kong Nusafe for Naval vessels we believed that A23 would be acceptable, although less than this distance from the general public, provided that tugs were standing by continuously (as was our intention) for use in an emergency. Furthermore we wished to treat the SAVANNAM 21 (cf. paragraph 3 of your telegram No.1141) as a cargo ship complying with all the requirements of Chapter VIII of the International Convention of the Safety of Life at Sea, 1960; and also to allocate the vessel to a buoy normally used by the company's Hong Kong agents. We did not put her at A-11, which has been used for nuclear warships, since we did not want to associate any particular area of the harbour with nuclear vessels.

2. We would have preferred to avoid drawing attention to the vessel by moving her at the last moment, but on reconsideration of all the factors involved, we have now decided to move her to a Nusafe berth.
