Proposed Visits by N.S. "SAVANNAH" to_Hong_Kong
Thank you for sending us a copy of your draft telegram to Hong Kong on 23rd August. We agreed on the telephone that para. 2 should be amended to read
"(a) and (b) above are the subject of consultation with out advisers here. To abandon the requirement for a separate monitoring team would involve a departure from our present policy, and we are unlikely to be able to agree it in time for the proposed visit in October. However we may be able to waive this requirement for future visits if satisfactory alternative arrangements are agreed with the Americans. We should be grateful for your early views on these points ........

We see some force in the arguments the Americans have used in favour of abandoning the requirement for a separate monitoring team, and we are willing to consider any alternative arrangements they may propose. However we obviously have to proceed rather cautiously with any proposal to change existing Government policy laid down in Cmnd. 958 and it seems unlikely that we shall be able to agree to any modified arrangements with the Americans before the October visit. We propose to write to Lyons
e/s7 (U.s. Shipping Attaché) in terms of the enclosed draft, suggesting a meeting
those concerned to discuss the question; perhaps you
other
recipients of this letter could let me know whether you would wish to attend
the meeting, along with any other comments you may have.
