I have been interested to see Commonwealth Office telegram No. 1346 252) and Hong Kong's reply (No. 1012). Neither Stewart in DS 11 nor DS 5 can
recall being consulted before the former was sent, apparently after Ministerial scrutiny, and we are wondering whether you had it in mind to cue us in fairly soon, bearing in mind the exchange of letters between Cooper and Galsworthy in July 1967 which established the Ministry of Defence's interest in this matter (not least when it comes to answering Parliamentary Questions on the subject).
2. You may be interested to know that our staff in Washington report that the proposed new guidelines have been received with disquiet in US naval quarters. No doubt you will have briefed our Embassy on the reasons for guideline (D), but I think we would, given the opportunity, have liked to advise you that visits of less than five days are not very satisfactory for large ships requiring rest and recreation; a point which no doubt the US negotiators will make.
