Following discussions with the Political Adviser and the Defence Secretary, Hong Kong, I have forwarded the attached personal letter to Vice Admiral J.J. Hyland, Commander Seventh Fleet.

2. The suggestions are based on the 'guidelines' at present being discussed politically, but I have avoided any reference to them since they are still being negotiated and the Hong Kong Government have been instructed by London not to discuss them with the Americans. I have called the proposals 'suggestions' to avoid any association with the more official 'guidelines'.
