Misc Ainslie (Ministry of Defence) wrote to you on

19th April under reference D/D55/10/57/5/1⁄2 enclosing a copy of the letter dated 23rd February from the Commodore, Hong Kong, to the Commander, U.S. 7th Flect on the scheduling of U.S. Naval Visits to Hong Kong.

The "suggestions" made by the Commodore are, generally in line with the draft "guido-lines" in the form we hope to agree the latter with the Americens. Here and there they appear to be more restrictive c.B. Suggestion No.2. Suggestion No.10(b) is not quito on all fours with Guide-line I.

If the Americans have been happy to accept these "suggestions" I see no reason why they should not sorve quite well áð an interim basis of understanding pending final agreement on the guidc-linos. They may thereafter need some modification but no doubt the Political Adviser will consider this with the Commodore in due course.
