Hong Kong telegram No, 841: Naval Visits.

This is a very heavy list. There will be few days

in July without a large United States vessel in Hong Kong. I cannot see any watering-down of programme here, let alone the reduction which would be advisable after "Enterprise".

2. I argued strongly against such visits in my telegrams Nos. 511 and 564. I should be grateful to know your decision (206)

on naval visits question. We can scarcely postpone the matter and permit these visits, as "Ticonderoga" "without prejudice to overall review", since their arrival will pre- judge the whole issue.
