In your letter to me of the 6th February, 1968 you referred in the fourth paragraph to a comment I had made in an earlier letter about leave facilities which the British Government grants to United States Servicement in Hong Kong. You said you could not agree that this amounts to the provision of support facilities for the prosecution of Vietnam war or that such visits should be discontinued on the grounds I suggested,

I enclose herewith a copy of a document which I daresay you have already seen. While I recognize that this is propaganda, I should like your opinion whether it can be dismissed out of hand or whether there is some substance of truth in it, or at least an indication that the matter is more serious than your previous letter suggested.
