agreed and C.0. telegram No. 1252 set out the general lines on which we proposed to conduct the review, and sought the views of the Gover- nor of Hong Kong, Sir D. Hopeon in Peking snd H.. Ambassador in
Washington. We have now received the comments of all three, but they
do not of course take into account the most recent development in
relations with China: the Chinese statement that they will grant exit
visas to all members of our Mission who wish to leave Peking. Ve now
have to decide how to proaned.

I recommend that:

formal review of navel visits to Hong Kong.
We discuss informally with them amendments and additione to the
interpretative notes to the guidelines to take into account, in
particuler, the need to restrict the visits of nuclear vessels
to the present level and to space visits adequately.
I attach a draft telegram in which the Commonwealth office concur.
