CONSTELLATION.

It seems certain that press will get to know that we have cancelled visit. We must therefore be prepared for questions. It will be apparent that conditions in Hong Kong do not merit cancellation, nor has NCNA made any recent reference to U.S. ships except for very minor one to HANCOCK.

2. Any guidance must therefore presumably be cast in context of wider Anglo-Chinese relations. In light of strong line taken about Reuters man it will not be easy to suggest that it is Chinese susceptibilities about which we are worrying. Grateful for very early guidance about line we should take.
