Clearance has now been requested for nuclear-powered attack submarine "Scamp" for visit to Hong Kong from 24 29 September. Monitoring team is available. I propose to raise no objection, but specifically to make the proviso that should "Barb"s visit ending 12 September have occasioned very adverse publicity (which is unlikely) I must reserve the right to say no.
