NCNA on September 8 reported the arrival in Hong Kong of the Commander 7th Fleet and a group of U.S. warships. said that they had come to "establish connections with the British Naval Authorities so as to engage in military conspiracies" and that this was a serious provocation against the Chinese people.

2. The article added that it was significant that shortly before Admiral Hyland's arrival high ranking British military personnel gathered here to discuss the military situation. They included Mr. Merlyn Rees, General Carver, Lt. General Pearson, Air Marshal Hughes and Rear Admiral Ashmore. The British Labour Government had all along made Hong Kong a base for U.S. aggression in Vietnam. The Chinese people would never tolerate these activities especially at a time when they had been dealing the British Authorities in Hong Kong "stunning blows".
