5. You mention that "the case of Hong Kong has already caused disquiet". I presume that you are referring to the "Evening Standard" story that personnel of Royal Navy Combined Operations operating from Hong Kong had been conducting secret military operations in Vietnam. As I have said myself in the House, this story was totally untrue.
