Dear Mr.Healey,

We have been considering the written reply which you gave to Mr.James Dickins (Member for Lewisham West) as recorded in Hansard on 6th November. According to this reply you are reported to have stated that since 1 January, 1964, 240 United States troops and 1,035 South Vietnamese troops have been trained in the British Jungle Warfare School in Johore, Malaysia, and the cost of this to the British tax-payer has been £132,364. The reply further indicates that of this moment, 48 U.S. troops are training at this establishment, and 45 South Vietnamese troops.

In May of this year the Assembly of this Church reflected the widespread concern felt throughout this country by both Christians and non-Christians alike, concerning the moral involvement of our Government in giving indirect support to the continued prosecution of the war in Vietnam. The text of this Resolution I was instructed to communicate to the Foreign Secretary. I enclose a copy for your information.

It is the view of the appropriate bodies within this Church that if our country should exercise restraint before giving any impression of supporting the continued prosecution of the war in Vietnam, this applies a fortiori to providing military facilities. The case of Hong Kong has already caused disquiet. Now we learn of the much more serious military training facility which either we provide, or we have concurred with the Malaysian Government in providing, in Johore.
