(18) Pe Elliott's letter SFC/FTS/8/65 of 10 December to Williams
about Philippine troops in Viet Nam using United States rest facilities in Hong Kong. There is one further point which I hope may lead you to reconsider your refusal. The Americans are making available to Philippine troops in Viet Nam a few places which would otherwise be taken up by Americans. So there will be no net increase in numbers arriving in Hong Kong. Filipinos will arrive in United States aircraft and be insignificant in numbers. Philippine Government is merely asking that Filipinos be allowed to use military travel orders (as well as their identification cards and health certificates) instead of passports for entry into Hong Kong. I presume this is what Americans do.
2. If you refuse this request you will cause major offence here. Philippine Government moreover may then issue Filipinos in Viet Nam with passports and request visas, which I presume you would not refuse.

In overall interest of our general relations with Philippine Government I should be grateful if Philippine request mentioned in paragraph 1 could now be granted.
