Dear Peter,
Thank you for sending us a copy of your letter to Forster of 6th February about use of naval facilities at Hong Kong by U.S. warships.

We are content with the redraft in David Mackilligin's reply of 7th February, except that we think the words "or its facilities" in the penultimate sentence should be deleted. We know from the Governor of Hong Kong that in a small number of cases U.S. vessels have received water and electricity supplies from the Base against repayment. These supplies are 'facilities' and it is therefore wrong to say that the Americans have not used the facilities of the naval base.
