United States Embassy here agreed to my suggestion that I make the first approach to the Philippine Government alone because we both felt that in the present atmosphere of criticism of some aspects of American policy their support might do more harm than good. I know of no difficulty here which could be taken as a reason for not making a joint approach in Seoul.
