Text of reply to Chinese Note of 1st September, 1965

H.B.M.Charge d'Affaires presents his compliments etc., etc., and with reference to the Ministry's note of 1st September, 1965 about Hong Kong has the honour to reply as follows.

2. H M.G. have carefully studied the Ministry's note and the allegations it contains. H.M.G. wish to state categorically that Hong Kong is not, as is alleged, being used as a base by U.S. forces for military operations directed against China or else- where. There are no U.S. installations or facilities of a warlike nature in Hong Kong.

Hong Kong is an important centre for air and sea communications. It is normal therefore that aircraft and vessels both civil and military of many countries, including the United States, should visit Hong Kong and that foreign nationals should go there for leave and recreation.
