rotest with the British Government against the latter's permission for the United States to use Hong Kong as base for aggression. In its Note of reply dated 11 October, 1965, the British Government quibbled that "Hong Kong is not being used as a base by the United States forces for military operations directed against China or elsewhere."

As a matter of fact, since then the British Government, instead of taking effective measures to check various United States war preparations in Hong Kong, has gone further to allow the United States to use Hong Kong ever more flagrantly as a base for expanding its war of aggression against Viet Nam and menacing China's security. According to reports, in 1965 United States aggressor warships entered Hong Kong for more than 300 vessel/times, and in the period between November 1965 and January 1966 alone the number was more than 100 vessel/times. The current assembling of the nuclear-powered warships "Enterprise" and "Bainbridge" of the United States for activities in Hong Kong further reveals that the British Government does not scruple to increase its collusion which the United States Government and offer Hong Kong as a base of operation for the United States to expand its war of aggression against Viet Nam and make war threats and nuclear blackmail against the people's Republic of China. Against this, the Chinese Government hereby once again lodges a strong protest with the British Government. United States activities of war preparation in Hong Kong involve grave consequences for Hong Kong. In the circum- stances in which China's security is being increasingly menaced, the Chinese Government wishes once again to advise the British Government to weigh carefully the advantages and disadvantages, the gains and losses. The British Government must immediately take effective measures to stop all United States activities of war preparation in Hong Kong and prevent Hong Kong from serving as a base for United States aggressive activities any more. If the British Government refuses to come to its senses, but willingly acts as an accomplice of the United States aggressors and insists on being hostile to the peoples of Viet Nam, China and the South-East Asian countries, it will certainly eat the bitter fruits of its own making.
