The Ministry of Foreign Affairs of the People's Republic of. China presents its compliments to the office of the British Chargé d'Affaires in China and has the honour to request the office to transmit the following to the British Government.

The Chinese Government has noted that in recent months, as the Government of the United States frantically escalates its war of aggression in Viet Nam, warships, planes and military personnel of the United States aggressor forces have increasingly frequented Hong Kong and made extensive use of it as a base for their war preparations. In between combat operations in the war of aggression in Viet Nam, United States aircraft-carriers, submarines, landing- craft and other vessels have constantly visited Hong Kong for the replenishment of supplies and the rest and recuperation of the crew Large numbers of United States military aircraft of all types, including fighters and bombers, have shuttled between Hong Kong and the United States bases of aggression in South Viet Nam, trans- porting personnel of the United States aggressor forces and using the airfield in Hong Kong for repair and maintenance, refueling and communications. The United States aggressor forces have been acquiring large quantities of military supplies and provisions in Hong Kong for their use in Viet Nam. All this shows clearly that Hong Kong is increasingly being used by the United States aggressor forces as a base of operations for the United States war of aggression against Viet Nam.

Far from checking these frenzied activities of the United States aggressor forces in Hong Kong, the British Government has tried in many ways to shield and justify them in an attempt to evade its own responsibility.
