Visits of U.S. Warships
There has been a steady increase in such visits since 1964. As you are aware the 1966 level was itself higher than the 20% increase over the 1964 level which it was envisaged in the interpretative notes to Guideline D would probably be acceptable. Both Chinese note and local press reports quoted in your telegram No. 351 make reference to the large number of such visits in 1967. The latter also allege a 14% increase in such visits over the 1966 level.

Grateful for an assessment of position and your views as to whether, in view of the sustained Chinese pressure on this issue, the question of more precise arrangements to control the number of such visits should be taken up with the Americans.
