4. I agree with Mr. Gaminara's minute of

17 April that we should put the three propositions to the Foreign Office to take up with the Americans. These are:

(1) to extending the period of no publicity

to include 30 days before and after a visit; failing this

(ii) to try for 30 days before and 15 days

after a visit; failing this to try for (iii) not less than 21 days before and 15 days

after a visit.

In your minute of the 10 April you said you would wish to put this to the Minister of State.
