On the queim A publicity, we realise the dangers of re-opening the whole question

overlapis rumarks in paragraph 2 of his telegram No. 472. No publicity indore a vi. it is, in our view, more important than no publicity after a visit and we should not in any event like to see the period of no

blicity before a visit head below 21 days. Nevertheless, we feel that an attempt ought 10 je made to perollade the Americans to agree to more than a total of 30 days of no publicity, articularly since it is very much in the interests of the Aericans Huelves that vo should not run into unnecessary trouble with. the Chinese over those visits. We are accordingly asking you if an approuch could be made 65 then with a view to extending the present period of 30 days. The basis on wide! we suggest such an approach should be made lo as follows:-

(1) they should be asked to extend the period of no publicity to include

30 days before and 50 days after a visit; failing this,

(2)

to extend the period to include 30 days before and 15 days after a visit; failing this,

(3) to agme to a period of not less than 21 days before and 15 days after

a visit.

The above proposals have the agreement of the Minister of State and I should be grateful if the necessary approach to the Americans could be made.
