Fairly early action is required on the Governor's telegram at (89) concerning the proposed visit of the nuclear-powered destroyer "BAINBRIDGE" to Hong Kong from the 19th to 24th May.

2. This telegram has now been overtaken by the one at (92) and the situation has also been somewhat changed by the recent incident concerning the S.S. "DARTFORD", to which reference is made in (92). Hong Kong reaction to the "DARTFORD" incident, insofar as we know it at the moment, is given in the Governor's telegram attached to the front of this file. (92) presents a

fairly full programme of American visits during this month and I think it would be wise for the Governor to emphasise to the U.S. Consul General the point he makes in paragraph 3 of his telegram.

So far as the visit of the "BAINBRIDGE" is concerned, I believe the Minister has certain views concerning visits by nuclear-powered warships and it would, I suggest, be advisable to seek ministerial clearance before any reply is sent to (72) or (89).
