As you know, an appointment has been arranged for the Governor of Hong Kong,
Sir David Trench, to see the Secretary of State, at 4.15 pm on Thursday, 2nd May.
2. At 6.30 pm the same evening the Governor is officially opening the Hong Kong Court at the Commonwealth Institute. The Minister of State, Lord Shepherd, will be present but it is normal for someone from the territory itself to perform the ceremony.
3. It occurred to us that the
Secretary of State might himself wish to attend the ceremony and perhaps you would let us know his wishes in this respect.
4. Each member of the Commonwealth has its own Court at the Commonwealth Institute. The Court is, in effect, an exhibit designed to illustrate and explain the basic facts of the territory's economy and way of life. The Hong Kong Court has recently been refurbished and is already open to the public although it has not yet been officially opened.
