(b) When this family education subsidy plan has been suffi- ciently strengthened by adequate Government subvention, enact legislation for a compulsory though not entirely free primary education system in Hongkong.
This proposed compulsory primary education system is tailored to the prevailing conditions in Hongkong. It will not repre- sent a heavy drain on Hongkong's financial resources nor will it inhibit the expansion of secondary vocational and technical education.
