I understand that Sir David Trench, the Governor of Hong Kong, is scheduled to arrive in London for dis- cussions on the 24th of this month and that he is due to retire next year.
Bearing in mind the continued strained relations with China and the possibility of a recurrence of last year's troubles in Hong Kong, the Committee of the Hong Kong Association feels that the next few years there are likely to prove very testing for the Governor and that a first class man will need to hold that post.
In our view Sir David has proved a most effective Governor and we believe it is very desirable that he continues for a further term.
Our information is that this view is widely held in Hong Kong.
We, therefore, urge that he be asked to stay on for a further term and hope that you will be able to persuade him to do so.
If you should be unsuccessful in this effort, we would very much like to have the opportunity of putting our views on the question of his successor to you personally. RECE VED IN
